Director of Public Works & Utilities – Unity Saskatchewan

Position Summary

Our client, the Town of Unity & Council, has requested our assistance in search of a new Director of Public Works & Utilities to join their growing leadership team. Reporting directly to the CAO, this individual will be responsible for managing projects, estimating operating budgets, coordinating training sessions, mentoring employees and much more! This role offers a unique opportunity to help lead the community in optimizing their water and sewer infrastructure while overseeing the existing Water Treatment Plant.

Duties & Responsibilities
• Responsible for the co-ordination of departmental activities;
• Preparation of operating and capital budget estimates;
• Ensures that expenditures are within the Council-approved budget;
• Participates in the appointment, promotion, demotion, transfer or dismissal of staff;
• Assists in the prompt and proper handling of all requests, inquires or complaints by the Public;
• Attends all regular Council meetings unless approved otherwise by the Council or Chief Administrative Officer;
• Ordering of parts and materials to effect proper repairs to equipment, streets, roads, water and sewer infrastructures;
• Ensures the proper placement of remains at the cemetery;
• Operates and maintains the condition of wells and water treatment plant so as to provide potable water which meets or exceeds guidelines as set out by Saskatchewan Environment;
• Co-ordinates periodic training sessions to ensure all employees have the ability to perform their jobs confidently;
• Provision of a monthly report to Council including activities of work force, staff absences, water consumption and equipment repairs;
• Provides Council with information regarding condition of equipment from time to time;
• To oversee a service program throughout an on ongoing basis on all equipment utilized by the Town;
• Responsible for the maintenance and operation of the municipal water and sewer infrastructures including underground lines, wells, lagoons and treatment facilities;
• Oversee operations and the maintenance of municipal road systems and solid waste disposal sites;
• To direct the Shop Foreman on daily tasks and jobs;

This role will routinely require direct supervision and management of the following tasks:

o Training and development of new and existing staff;
o Scheduling of small equipment repairs;
o Recording of work that needs to get done ie: curb stops, main valves, hydrants etc;
o Operation and maintenance of the Water Treatment Plant;
o Scheduling of on-call staff;
o All other duties as may be assigned by the Chief Administrative Officer.

Core Skill & Experience Requirements
• Minimum 5 years previous experience as a Manager or in a similar supervisory related position;
• Minimum grade 12 education or equivalent;
• Post-secondary education in Business Administration or other related field would be an asset;
• Must have a valid Class 5 Drivers License;
• Experience in all facets of operation, repairs and maintenance of equipment, streets, roads, water and sewer infrastructures;
• Certified Class 2 in Water Treatment, Water Distribution, Waste Water Treatment and Waste Water Collection;
• Exceptional organization skills with the ability to manage multiple tasks and deadlines with confidence;
• Proficiency in Microsoft Office Suite (Word, Excel, etc.);
• Proven problem-solving abilities, with ability to practice sound judgement;
• Exceptional written and verbal communication skills, with the ability to communicate clearly and professionally with the public;
• Must provide proof of a clear Criminal Records Check prior to the scheduled start date;
• Ability to travel and attend the construction sites on an as needed basis;
• Possession of First Aid and CPR Certificate;
