Under the direction of the Chief of Police, the Public Information and Strategic Communication Manager is responsible for strategic communication and corporate communication management, including employee communication, media relations, and public information.
(1) Research, create, manage, implement and evaluate organizational communications plans and strategies to engage both internal and external stakeholders.
(2) Lead crisis communication by creating strategies, developing and writing key messages, coaching and rehearsing, preparing handouts, coordinating media releases, advisories and conferences.
(3) Provide media relations training.
(4) Respond to media and information requests.
(5) Create and manage website content, and proactively provide information to the public through digital media.
(6) Advise and consult the executive on an ongoing basis with respect to goals, tactics and strategic direction of communication plans, keeping in mind changes to the operational environment.
(7) Advise and consult with the executive on an ongoing basis with regard to policy relating to internal, external, public and confidential communications.
(8) Ensure communication strategies are inclusive, accessible and maintain the integrity of the Moose Jaw Police Service.
(9) Collaborate with internal and external stakeholders in order to ensure effective and consistent application of communication strategies.
(10) With the Chief of Police, assist the Board of Police Commissioners with internal and external communication as required.
(11) With the Chief of Police, participate in confidential discussions relating to operations, collective bargaining, labour relations, strategic planning, discipline, and sensitive matters to inform, develop and lead internal and external communications.
(12) Other related duties as required.
Competencies:
(1) Degree in marketing, journalism, communications, public relations, or related field.
(2) Preferred three years’ experience in a public relations or media role.
(3) Proven ability, past experience and strong working knowledge and understanding of strategic planning, communication strategies, and best practices within a highly complex organization and fast paced environment.
(4) Proven experience and ability to manage multiple projects having competing deadlines with attention to accuracy, consistency and collaboration with others.
(5) Ability to analyze and interpret complex files, strategize and prepare statements for public release.
(6) Experience with messaging through digital media applications.
(7) Superior ability to communicate clearly, concisely and effectively, both verbally and in writing to multiple audiences. Demonstrated writing, editing, proofreading and researching skills.
(8) Demonstrated and documented effective interpersonal skills with the ability to work alone or in a team environment.
(9) Experience in managing projects.
(10) Possession of a valid Saskatchewan Class 5 Driver’s License.
(11) Ability to pass the Moose Jaw Police Service security clearance process.
The successful candidate will possess or acquire knowledge of policing, legislative and regulatory processes and the justice system.
